What Does public security Mean
The public safety implies that citizens of the same region can live together in harmony, each respecting the individual rights of the other. The State is the guarantor of public safety and the maximum responsible when it comes to avoiding alterations to the social order .
In this sense, public security is a service that must be universal (it must reach all people ) to protect the physical integrity of citizens and their property. For this, there are the security forces (such as the police), which work in conjunction with the Judiciary .
Public security forces must prevent the commission of crimes and repress them once they are ongoing. It is also the function of the security forces to pursue criminals and hand them over to the Justice , which will be in charge of establishing the corresponding punishments in accordance with the law.
In this sense, it is necessary to highlight entities or organizations around the world that are in charge of carrying out the pertinent actions to ensure that the citizens of a specific area or country are safe from criminal acts and live in harmony. Thus, for example, in Mexico there is a National Public Security System that, among other things, carries out the distribution of the powers that the municipalities or the Federal State itself have in this matter.
In 1994 is where the origin of said Mexican body is located, which establishes a public security policy, regulates the procedures for incorporating people into the security forces, controls the databases on the aforementioned personnel and also on the crime statistics and executes all the policies established on security matters.
In the same way, it should not be overlooked that in Spain, in turn, there are various entities that are not only in charge of developing policies and actions in matters of public security, but also undertake the improvement of the professionals who work in this area. This would be the case, for example, of the School of Public Security of Andalusia (ESPA) that daily undertakes the implementation of workshops, courses and technical conferences with the clear objective that police or firefighters, among other professionals, update their knowledge and improve their skills for a better quality of life for local citizens.
In general, large cities suffer from public safety problems, presenting high crime rates. In contrast, small towns tend to offer better security conditions.
This, in a way, is linked to massiveness, since the millions of inhabitants of a city become anonymous. In villages, it is less likely that a person can commit a crime without anyone knowing.
Public safety also depends on the effectiveness of the police, the functioning of the judiciary, state policies, and social conditions . The debate regarding the incidence of poverty in insecurity is always controversial, although most specialists establish a relationship between the poverty rate and the amount of crime.
